Message from the Chief of Police, James W. Molloy
It is my pleasure to welcome you to the Freedom Police Department web page. The members of the Freedom Police Department look forward to providing the citizens of Freedom with a safe and healthy community.
The Town of Freedom is a growing community that includes both rural and urban settings. The population of Freedom has continued to grow at a rate of 9% from 1990 to its present population. The Town is located in Outagamie County and is located between Green Bay and Appleton. The Town has one state highway, Highway 55, and four county highways that run through the township. The local school system is shared with four surrounding townships. The Town also has recreational facilities within its borders that consist of a sports complex located at the VFW Park and two golf courses, the semi private Fox Valley Golf Club and Irish Waters.
History: In 1998, the Freedom Town Board formed the current police department and created a Police Commission to oversee the department. Prior to 1998, an elected constable and two part time contract police officers patrolled the town. On March 18, 1998, the Town hired its first police chief to head the newly formed department. One of the part time contract officers was hired as a member of the new department. The following year another police officer position was authorized by the Town Board to assist the department in patrolling the community. This new position was funded through a Community Policing Grant awarded to the department by the federal government. With three part time police officers the department was able to provide the community with 50 hours of patrol coverage. During the 2001 budget process the Town Board authorized the police department to hire the town's first full time police officer. On July 1, 2001, that officer started patrolling the streets and the department was authorized to increase their patrol time from 50 hours per week to 90 hours per week. With the addition of the full time position, the department is better able to service the needs of the community.
