ACTION ON ANEXATION OF REIMER PROPERTY INTO FREEDOM SANITARY DISTRICT

Motion by Valentine/Gonnering to approve an order annexing the Reimer property (Parcels #0231, 0232, 0233 and 0393) into the Sanitary District.  5 Yes 0 No MC

 

STEPHANIE LINDSMEYER – SUMMER ACTIVITIES FOR YOUTH

Lindsmeyer requested that the Town create paid positions for playground group director ($11.00 ph) and assistant ($8.00 ph) to establish a summer playground group starting in 2008.  The group would meet for 8 weeks on Tues., Wed., and Thurs from 1:00 p.m. to 4:00 p.m.  Equipment needs are estimated at $1158.15.  Town Board members thought it would be a good idea and will look at including this in the budget for 2008.  Clerk will check into insurance issues.

ENGINEER REPORT

a.        Western Acres – Approval of roads/Acceptance of roads

Motion by Sitar/Gonnering to officially accept the roads in the new section of Western Acres.  5 Yes 0 No MC

b.        Mini storms – Woodland Subdivision

Board directed Brueggeman to put together the preliminary resolution for special assessments for mini storms in Woodland Subdivision.

c.        Timm Rd project

Timm Road culvert projects estimated cost of $27,300.  Work should begin week of July 30.

d.        Amend developer’s agreement for Scenic View Estates to delay paving

Motion by Sitar/Lowney to amend the Developer’s Agreement for Scenic View Estates to allow until August 1, 2008 to lay the binder coat of asphalt.  5 Yes 0 No MC

e.        Status on current Town projects

Geenen Lane will be placed on next agenda

Topo’s are being done for culverts on Schroeder and French Road.

ATTORNEY REPORT ON:

a.        Schaetz letter concerning CRP program

Engineer’s for Town and Sanitary District are checking into possible encroachment issues.

b.        Freedom Square litigation

Arbitrator will be setting up meeting.  Clerk should verify when road aids were received.  Property owners who contested previously will be included.  The rest cannot be included because of the statute of limitations.

c.        First Responder Worker’s Comp Issue

Attorney will send protection letter to creditors.  Attorney will contact first responder to set up hearing with WC.

d.        Legal Opinion on Building Project

Attorney reported that the plan to lease the proposed building would be considered circumventing the public bidding law and would depend on the wording of the lease/contract.

e.        Miscellaneous Issues

- ROW has been acquired up to Kleuskens property.  ROW negotiations on hold until back lot ownership is resolved.

- Covenant on Schmidt Rd property will have to be released if DNR grant is not accepted.

- Fire Protection Ordinance will be forwarded to the Board and placed on August agenda

 

FUTURE BUILDING PROJECT

a.        Review building options

-                      remodel and add on to current Town Hall/Fire Dept. site;

-                      purchase and remodel of Prevea site & updates to current site for Fire Dept., Seniors and First Responders

-                      complete complex on Schmidt Rd

b.        Review Referendum Questions

c.        Set date for Referendum Election & Public Hearing – tabled

 

DEPARTMENT REPORTS

Hwy Dept. – Lochbur Lane residents requested that shoulders not be graveled so they could plant grass right up to road.  Gravel is needed for drainage to maintain the road.  Town will gravel shoulders and residents can then cover with dirt and plant at their own expense.

Clerk – Request to park semi tractor on Washington St or in town parking lots.  Clerk should call and tell him no.  We have had these requests before.  They should work with local businesses to use parking space on their sites.

 

DISCUSSION ON ILLEGAL IMMIGRANTS – Doesn’t seem to be an issue at this time.  Businesses have documents to complete to verify employee residency issues.

Motion by Sitar/Lowney to approve vouchers #20812 – 20842 for $236,144.02 and Direct Deposits #1264 to 1291 for $9,800.66 for a total of $245,944.68.  5 Yes 0 No MC

Town Board members present: Tim Maass, Steve Lowney, Robert Valentine, Don Gonnering and Dean Sitar

Public Hearing held on petition to add Parcels #0393, 0233, 0230 and 0231 also known as Reimer property to the Freedom Sanitary District.  Property owners agree with the annexation.  No one voiced any concern about the annexation.  After three calls, Chairman Maass closed the Public Hearing at 6:40 p.m.
