MOTION TO APPROVE MINUTES OF 08/08/2007 - Tabled

 

OPEN FLOOR SESSION

Bob Bergmann questioned why cardboard put out for recycling is being thrown in the truck with the garbage.  Clerk will check with garbage company.

Don Fox questioned whether the grass on the new Industrial Park lots could be cut and the weeds by the pond fences cut.  Clerk will have Public Works cut the weeds by the ponds.  The lots cannot be cut until they are leveled.

 

POLICE DEPT REPORT & BOARD ACTION ON:

a.        AT Walk

Police Chief Jim Molloy reported that the plans for the walk/run will take it into the Town of Oneida and the Town of Kaukauna.  This will involve County officers.  Possibly only 16 runners and the reception at the park.  He will report back.

b.        Junk Complaints – VanHandel & Kramer

VanHandel has moved all vehicles inside his fence.  Kramer is in the hospital in Milwaukee and his wife is working on resolving the issue.

 

UPDATE ON GEENEN LANE PROJECT

Chairman Maass stated that it is time to get this project completed.  Step 1 is to determine where the right of way is going to be.  Attorney will contact Vanderloop to determine what his plans for the lot are and what concessions will have to be made for placement of a septic tank to make the lot buildable.  Final decision on ROW will be made at Sept. 12th board meeting.

 

REVIEW/APPROVAL OF STORMWATER MANAGEMENT PLAN

Gary Sikich of Mead and Hunt stated that the Town request for grant money for building stormwater ponds was ranked #30 and #31 by the DNR. 

Motion by Valentine/Sitar to approve the Stormwater Management Plan with the conditions as listed in letter from Gary Sikich and recommended by Steve Brueggeman of M & E. 4 Yes 1 No (Gonnering)  MC

 

MOTION FOR APPROVAL OF WELLHEAD ORDINANCE

Motion by Sitar/Valentine to approve the proposed wellhead ordinance with recommendations from the Plan Commission.  5 Yes 0 No MC

 

APPROVAL OF FIRE PROTECTION ORDINANCE

Motion by Valentine/Sitar to approve the Fire Protection Ordinance as presented.  5 Yes 0 No MC

 

MOTION TO APPROVE REQUESTS FOR REIMBURSEMENT FOR CARE OF VETERAN’S GRAVES AT TOWN OF FREEDOM CEMETERY, ST. NICHOLAS CEMETERIES, MORAVIAN CEMETERY AND ST. PETER’S/LUTHERAN CEMETERIES

Motion by Sitar/Valentine to approve the requests for reimbursement for veteran’s graves as submitted by Town of Freedom, St. Nicholas Cemetery and Freedom Moravian Cemetery.  5 Yes 0 No MC

PLAN COMMISSION REFERRALS:

a.             CSM APP #12-08-07-12     SCHUMACHER – VAN ASTEN RD

Motion by Lowney/Gonnering to approve CSM App #12-08-07-12 for Schumacher on Van Asten Road with the condition that a note is placed on the CSM that only one more lot can be created out of lot #4.  5 Yes 0 No MC

 

APPROVAL OF FENCE INSTALLATION AT TOWN GARAGE – tabled

 

CHAIRMAN REPORT - PROGRESS ON BUILDING/COMPLEX OPTIONS

Keller’s will report back at Sept 12 meeting on options for remodeling and expanding current building.

 

REPORT ON SCHAETZ PROPERTY ENCROACHMENT

Schaetz is willing to grant an easement for the encroachment.  The water main is 5’beyond the ROW and the pavement is approx 10’ beyond ROW.  The spoils will be removed and replaced with topsoil.  Sanitary District will work with the town on the cost of the easement.

 

UPDATE ON WORKMAN’S COMP ISSUE

Party has applied for a hearing with the State to review this issue.

 

UPDATE ON NIMS TRAINING

Jeff Pollard gave the Board a list of classes that he is having that they may want to attend.  Certificates must be sent to County by first week in September.  Town Board, Clerk’s office and Public Works Forman needs the 100, 200 and 700.

 

MOTION TO APPROVE OPERATOR’S LICENSE – Jennifer Meulemans

Motion by Gonnering/Sitar to approve an Operator’s License for Jennifer Meulemans.  5 Yes 0 No MC

 

ENGINEER’S REPORT

Sky Pine ValleyEngineer and Attorney are working to resolve the issue of the berm encroaching on the neighbor’s property.  Possibly a civil issue.

Woodland Subdivision – Discussion on installation of mini storms.  Public Hearing set - Aug. 27 at 6:30 p.m.

 

ATTORNEY’S REPORT

Calnin Annexation – Attorney will contact City of Appleton concerning their request for property taxes and also request payment that was due the town in July.

Northern Environmental – Mtbe issue – Attorney will contact them concerning site clean up letter that was sent out.

 

REVIEW/APPROVE VOUCHERS

Motion by Sitar/Gonnering to approve vouchers #20872 - #20907 and direct deposits #1315 - #1355 for an approx. total of $119,590.99.  5 Yes 0 No MC

 

DEPARTMENT REPORTS

Park – Maass reported that the Athletic Association had purchased 4 security cameras a recorder and a monitor for the park at a cost of $3,112.00.  The system already picked up a video of the kids who burned down a port a pottie in the park and turned it over to the police dept. for apprehension/prosecution.

Clerk/Public Works – Written reports from the Clerk and Public Works Foreman were reviewed.
