Call to Order: 7:00 p.m.

Members Present: Tim Maass, Robert Valentine, Don Gonnering, Steve Lowney and Dean Sitar.            

Others Present: Clerk Barb Seegers, Adm Asst. Colleen Laha and Atty Steve Frassetto.

 

VERIFICATION OF POSTING/ADOPT AGENDA

Posted the 13th day of November, 2007 at the Town Hall.  Also posted at KND Shorty’s One Stop, Dairyland Depot, Freedom Foods and Freedom Mini Mart

Motion by Valentine/Lowney to adopt agenda with the addition of: Concession Stand Easement for power; Letter from Sanitary District concerning Schmidt Road.  5 Yes 0 No MC

 

REVIEW/APPROVE MINUTES OF October 24

Motion by Sitar/Lowney to approve minutes of October 24 as printed.  5 Yes 0 No MC

 

MAUREEN ROBERTS-BUDIAC – CANDIDATE FOR CIRCUIT JUDGE

Addressed assembly concerning the upcoming election.

 

PUBLIC COMMENT SESSION

Dee Spiegel introduced Mary Grawitch as the person who would take over the senior meal site if anything should happen to her.

Mel Brockman concerning tree that was removed during road project.  Town told him the policy was that the Town would pay up to $200.00 toward the new tree to be moved in.  Send Clerk the bill.

Vern Newhouse about jake braking on Center Valley Road and County E.  Don Gonnering will check into this.

Dan Vosters questioned whether the Town was going to go with the large garbage containers as it would cut down on the amount of garbage blowing around town.  Not at this time.

 

DAN VOSTERS – LAND RENT/USE

Vosters questioned whether he would be able to rent the land on County E next year.  He would like to put corn in and needs an answer by early next year.  Town may consider putting the rental of the property out for bids as others have also inquired about renting it.  Clerk will place on December agenda.

 

MC SORLEY – RETAINING WALL/CONRAD ST

Jenny McSorley told the Board the brick wall that was placed by her property when the road was put in is not very stable.  She was told this would be taken care of and nothing has been done.   Clerk will follow up on this item and report back.

 

STREET LIGHTS REQUESTS

a.        Liberty Lane –

Two lights can be installed on existing poles at no installation charge to the Town.

Motion by Valentine/Sitar to install 2 street lights on Liberty Lane at no extra installation cost to the Town.  5 Yes 0 No MC

 

b.       Hooyman Court

Installation charges for one light on the corner of Bonnie and Hooyman Court (NE) would be $432.28.  Installation charges for 3 street lights on the SW end of Bonnie and on the two curves of Hooyman Court would be $7,608.05.             .

Motion by Lowney/Sitar to install street light on the NE end of Bonnie at Hooyman Court at installation cost of $432.28.  4 Yes 1 No (Maass)  MC

 

VFW PARK CONCESSION STAND

a.        Pay Request

Motion by Sitar/Gonnering to approve DeLeers pay request of $49,713.60 as approved by engineer.  5 Yes 0 No MC

b.       Electrical Installation Contract – WE Energies

Motion by Lowney/Sitar to approve WE Energies bill for electrical installation at new concession stand at a cost of $8,032.91.  5 Yes 0 No MC

Motion by Sitar/Lowney to approve the WE Energies easement for power to new concession stand at VFW Park  5 Yes 0 NO MC

 

GEENEN LANE – ROAD ORDER

Motion by Lowney/Valentine to approve Resolution #07-06 for a road order for Geenen Lane.  Voting Aye – Maass, Lowney, Valentine, Gonnering and Sitar.  5 Yes 0 No MC

 

APPROVAL OF SALE OF PROPERTY IN INDUSTRIAL PARK - tabled

 

FREEDOM SANITARY DISTRICT – FINAL PAY REQUEST

Motion by Sitar/Valentine to approve pay request #7 as the final pay request for Carl Bowers at a cost of $33,232.63.  5 Yes 0 No MC

Letter concerning Schmidt Road will be forwarded to Engineer for his review.

 

ATTORNEY REPORT

Industrial Park lot sale waiting for DNR release in progress.

Motion by Lowney/Sitar to approve vouchers #21083 to #21111 and direct deposits #1454 to #1500.  5 Yes 0 No MC

 

MOTION TO MOVE TO CLOSED SESSION PER WI STATS 19.85(1)( (g)(c)(e) to confer with legal counsel who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved; and deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.
